Emergency plans drafted up in case of major incident at Kilkenny plant

Kilkenny residents are being asked to give a hand devising an emergency plan in case of a major accident at a local manufacturing facility.

Kilkenny County Council, An Garda Siochána and the Health Service Executive (HSE) are in the process of finalising plans in the event of unforeseen issues at Grasslands Fertilisers (Kilkenny) at Palmerstown.

A spokesperson for Kilkenny County Council said that, by law, the council, HSE and gardai are required “to prepare plans to deal with effects off-site and to assist, where relevant, with the emergency response on-site in the event of a major accident”

They added: “A draft copy of the emergency plan for Grasslands Fertilisers will be available for examination until December 4, 2020 and submissions can be made up until that same date.”

The plan, once published, will address the Chemicals Act (Control of Major Accident Hazards involving Dangerous Substances) Regulations 2015  in the event of a major accident at sites designated as ‘Upper-Tier Seveso Sites’.
