Plans for new development of large family homes on outskirts of Kilkenny rejected

Plans for a large development of family homes in Kilkenny city have been knocked back as the council feels more houses could be built on the site.

Kevin Moore Building Contractor Ltd has had plans with Kilkenny County Council since the end of last summer looking to build 71 houses and two apartments on a 3.188 hectare site at Ayrfield off Granges Road in Kilkenny city.

The council had brought up some concerns initially regarding the density of the units on the development. Kevin Moore then returned to the council with revised plans which saw a change to the development – 67 houses consisting of three, four and five bedrooms, and 10 apartments in one apartment block.

The council again went back to the developer in regards to the revised plans and asked for the apartment block to be removed from the application on the grounds that it could interfere with the proposed road connecting the Western Environs and Loughmacask.

In making a final decision, Kilkenny planners felt the density of just over 22 houses per hectare was too low, as the Loughmacask Local Area plan called for 29 houses per hectare.

The decision said: “The proposed development does not provide a satisfactory solution for the delivery of housing on the site having regard to the proposed density of the development.

“At 22.8  dwelling units per hectare, it is considered that the proposed development would not be developed at a sufficiently high density to provide for an efficient use of serviceable land given the proximity of the site to the built-up area of  Kilkenny City and to established social and community services in the immediate vicinity and to the recommended densities within the Loughmacask Local Area Plan.

“The proposed development would therefore contravene the provisions of the development plan in terms of density and would be contrary to the proper planning and sustainable development of the area,” the planners concluded.

The developer can appeal the decision to An Bord Pleanala.
